Handle an Out-of-State or Reciprocal Training Program
Use this when a provider or participant wants to use training located outside California, or an online provider has no California location.
The proposed training is out of state, online-only with no California location, or relies on a reciprocal ETPL arrangement.

1. Map the geography first
“Out of state” can describe several different situations. The route changes depending on where the provider is headquartered, where the program is physically delivered, and whether there is any California location.
2. Online provider with no California location
WSD25-02 directs providers with no California location that offer online training to California students to the State ETPL Coordinator. Local staff should document and route the case rather than invent a local provider eligibility review.
3. Physical training located only outside California
Do not assume the provider can be placed on the California ETPL just because another state lists it. WSD22-08 governs use of an approved reciprocal agreement. Without an applicable approved agreement, a standard California ITA cannot simply rely on another state’s list.
4. Verify the reciprocal agreement and the exact program
- Confirm a current reciprocal agreement covers the other state.
- Verify the exact provider and program are eligible under that state’s list and the agreement.
- Confirm any licensing/approval conditions that apply to the training.
- Retain evidence of the eligibility check.
5. Apply the participant training decision separately
After the program route is valid, the career planner still needs to determine whether the training is appropriate for the participant, fits the employment plan, meets local ITA rules, has available funding, and reflects informed customer choice.
6. Document travel and access realities
If training is in person outside California, document commuting, relocation, schedule, supportive-service implications, and the participant’s ability to complete the program. These are participant/service-design questions, not substitutes for ETPL eligibility.
Common mistakes
- Assuming another state’s ETPL listing automatically works in California.
- Sending every online provider through a Local Board review even when WSD25-02 assigns the route to the State.
- Confusing provider headquarters with program location.
- Ignoring participant/local ITA requirements after reciprocity is confirmed.
Stop and escalate when
- No current reciprocal agreement can be confirmed.
- The other state’s program status is unclear or expired.
- The provider’s delivery model does not match the record.
- The program has no California location and State routing is required.
- Staff are being asked to commit WIOA funds before eligibility and participant approval are verified.
