TRUST BY DESIGN

Know what kind of claim you are reading.

Every module uses the same evidence vocabulary so a learner can tell the difference between a binding source and Workforce Wonkery analysis.

OFFICIAL RULE

Requirement or authority that should be verified against the controlling official source.

LOCAL DISCRETION

A choice the Local Area may make within federal, state, and local boundaries.

OPERATING PRACTICE

A management or implementation practice offered as practical guidance.

WONKERY READ

Interpretation or synthesis. Useful for judgment, but not an authoritative source.

Curriculum source check: September 18, 2026. Each module should be re-reviewed when a controlling federal or California source changes.

CAPSTONE

The Workforce System Challenge

One fictional local workforce area. Eight connected decisions. What happens in one round changes what you need to consider in the next. The goal is not memorization. It is judgment across the system.

LIVING CURRICULUM

Maintenance rule: each module has a source-check date, primary authority categories, and policy dependencies. When a major WIOA, DOL, EDD, CWDB, fiscal, procurement, performance, or governance source changes, the affected modules should be flagged for review before the curriculum is treated as current.
