Data / Training Supply

What training exists, where it is, and what we still do not know.

Training Supply connects programs to occupations without assuming that a program exists simply because the labor market shows demand. Capacity, access, outcomes, and other training-supply fields remain visibly unknown until a reliable source supports them. Current WIOA funding eligibility is tracked separately.

Program evidence contract

One record structure for every provider and program.

Program identity

Provider, campus, program, award, CIP when verified, SOC crosswalk, and geography served.

Access

Length, delivery format, schedule, language, prerequisites, clinical/worksite requirements, and geographic access.

Capacity

Published cohort size, enrollment, completions, utilization, or an explicit “not publicly verified.”

Outcomes

Completion, employment, wage, licensure, and other outcomes only when the source and period are clear.

Workforce-system status

ETPL and apprenticeship status are separate fields. “Not verified” is different from “No.”

Data trust

Every record carries source links, evidence confidence, last-verified date, and important limitations.

Important: this is a growing regional inventory, not a complete catalog of every training provider. Current records include community colleges, registered apprenticeship, pre-apprenticeship, and adult education. Capacity, outcome, schedule, language-access, and geographic-access fields remain visible as evidence gaps until they are verified. Current WIOA funding eligibility remains a separate administrative field. “No known supply” means no qualifying supply is currently loaded in this registry, not proof that no program exists anywhere.

A provider, apprenticeship, adult-education, and other relevant training-source sweep finds no meaningful regional pathway.

Capacity constraint

Supply exists, but published cohort size, seats, clinical/worksite capacity, or applicant-to-seat evidence shows a constrained pipeline.

Access constraint

Supply exists, but geography, admissions, schedule, prerequisites, cost, dispatch, clinical placement, or employer sponsorship limits practical access.

Outcome concern

Verified completion, employment, wage, licensure, or persistence evidence raises a performance concern.

Adequate existing supply

Multiple credible pathways and/or meaningful capacity are visible with no clear binding access constraint in the loaded evidence.

Evidence incomplete

The system still lacks enough capacity, apprenticeship, provider, access, or outcome evidence to distinguish a real gap from a measurement gap.

Program-level ETPL status is verified only through the current CalJOBS program display. Public-college, adult-education, or apprenticeship status does not automatically become an ETPL “Yes” in this registry.

Registered apprenticeship

DAS registration is a separate evidence field. Registered apprenticeship is shown only when a current source supports it for the program or geography in scope. Intake, sponsorship, and dispatch capacity remain separate evidence questions.

Current CalJOBS ETPL status is kept as a separate administrative evidence field. It is not part of the seven training-supply depth dimensions, and a pending status does not mean a program is ineligible.

Two evidence lanes stay separate. Annual federal ETA-9171 data can support program outcome evidence. Current California WIOA eligibility still requires exact CalJOBS verification when that eligibility matters to an investment or service decision.

Statewide ETPL completion is not expected as a training-supply depth requirement. Verification is targeted to active WIOA investment decisions, decision briefs, occupation analyses, and user-requested programs.

Use the strongest outcome source for each training system.

There is no single statewide source that can reliably cover every training program. Data now starts with the outcome system that best matches the provider type, then uses federal ETA-9171 only when a defensible one-to-one program match exists.

Community colleges + adult education. DataVista is the primary scalable outcome source for 94 current records. Exact program, institution, TOP, cohort, or consortium resolution is preserved as published rather than forced to a narrower level.
Registered apprenticeship. California DAS registration and completion dashboards are the primary statewide source for the 16 registered-apprenticeship records. They can support active registrations, completions, and five-year completion rates, but they are not treated as employment or earnings evidence.
Occupation-specific + provider outcomes. Regulatory, licensing, accreditor, or official provider outcomes may supplement the system source when the program, cohort, denominator, and metric are reproducible. For example, RN licensure pass rates remain distinct from employment outcomes.
Federal ETA-9171. Existing verified federal outcomes stay in the record and will be refreshed. New federal evidence is added opportunistically when the program relationship is clear. There is no federal match-rate target and no occupation-family matching backlog.

What the pilot taught us: 15 programs have publishable federal outcome matches, 3 additional programs match federal rows with no publishable outcomes, 40 reviewed records do not support a verified one-to-one match, and 54 were not evaluated. “Not evaluated” is intentional, not a deficiency.

The statewide layer now standardizes how Data discovers and verifies training supply. It separates provider discovery, ETPL eligibility, registered apprenticeship, community-college programs, adult education, capacity, access, and outcomes instead of treating them as one field.

Coverage rule: statewide source access is not the same as a complete local inventory. Where exact program records have not yet been verified, the registry says so rather than importing a neighboring or countywide list as if it were exact local supply.
