What training exists, where it is, and what we still do not know.
Training Supply connects programs to occupations without assuming that a program exists simply because the labor market shows demand. Capacity, access, outcomes, and other training-supply fields remain visibly unknown until a reliable source supports them. Current WIOA funding eligibility is tracked separately.
One record structure for every provider and program.
Program identity
Provider, campus, program, award, CIP when verified, SOC crosswalk, and geography served.
Access
Length, delivery format, schedule, language, prerequisites, clinical/worksite requirements, and geographic access.
Capacity
Published cohort size, enrollment, completions, utilization, or an explicit “not publicly verified.”
Outcomes
Completion, employment, wage, licensure, and other outcomes only when the source and period are clear.
Workforce-system status
ETPL and apprenticeship status are separate fields. “Not verified” is different from “No.”
Data trust
Every record carries source links, evidence confidence, last-verified date, and important limitations.

Use categories that can be defended.
A provider, apprenticeship, adult-education, and other relevant training-source sweep finds no meaningful regional pathway.
Supply exists, but published cohort size, seats, clinical/worksite capacity, or applicant-to-seat evidence shows a constrained pipeline.
Supply exists, but geography, admissions, schedule, prerequisites, cost, dispatch, clinical placement, or employer sponsorship limits practical access.
Verified completion, employment, wage, licensure, or persistence evidence raises a performance concern.
Multiple credible pathways and/or meaningful capacity are visible with no clear binding access constraint in the loaded evidence.
The system still lacks enough capacity, apprenticeship, provider, access, or outcome evidence to distinguish a real gap from a measurement gap.

Official geography
East Bay = Alameda + Contra Costa, using the current California EDD region structure.
Occupation layer
East Bay reference occupations use the same SOC and source-period contract as other supported geographies.
Training layer
Eight verified regional program records use the same provider, capacity, access, outcomes, and source fields. WIOA funding eligibility is tracked separately.
Decision layer
Findings are keyed by geography × SOC, so East Bay evidence never overwrites findings for another geography.
Method
No custom weights, no new score, and the same A/B/C/D/U confidence scale.
Coverage milestone
Alameda County, Oakland, Contra Costa County, and Richmond now each have at least one verified local training anchor. This is breadth-first coverage, not a complete inventory.
Do not turn an unverified field into a yes or no.
ETPL verification
Program-level ETPL status is verified only through the current CalJOBS program display. Public-college, adult-education, or apprenticeship status does not automatically become an ETPL “Yes” in this registry.
Registered apprenticeship
DAS registration is a separate evidence field. Registered apprenticeship is shown only when a current source supports it for the program or geography in scope. Intake, sponsorship, and dispatch capacity remain separate evidence questions.
DataVista outcomes
The outcome model is ready for completions, employment, earnings, living-wage attainment, and field-of-study alignment. Values are loaded only when the exact institution, program, cohort, and period can be reproduced.

Verify current eligibility only when the decision requires it.
Current CalJOBS ETPL status is kept as a separate administrative evidence field. It is not part of the seven training-supply depth dimensions, and a pending status does not mean a program is ineligible.
Statewide ETPL completion is not expected as a training-supply depth requirement. Verification is targeted to active WIOA investment decisions, decision briefs, occupation analyses, and user-requested programs.
Use the strongest outcome source for each training system.
There is no single statewide source that can reliably cover every training program. Data now starts with the outcome system that best matches the provider type, then uses federal ETA-9171 only when a defensible one-to-one program match exists.
What the pilot taught us: 15 programs have publishable federal outcome matches, 3 additional programs match federal rows with no publishable outcomes, 40 reviewed records do not support a verified one-to-one match, and 54 were not evaluated. “Not evaluated” is intentional, not a deficiency.
Keep the training inventory in its economic context.
Labor-force conditions describe the selected geography. They help frame the training conversation, but they do not prove that a training shortage exists.
